We're pleased to welcome Beyond Horizons by Bethel Chambers LLC as an official Associate Partner of IFFW. Beyond Horizons is a Singapore-based legal practice specialising in asset finance and alternative investments across Asia-Pacific, with particular depth in aviation, aerospace, transportation and energy. Led by founder Hui Ling Teo alongside Zeng Hanyi and Sonia Motwani, the team has advised on the financing structures behind SAF, green methanol, hydrogen and ammonia, and on major regional deals spanning maritime decarbonisation, cross-border power and geothermal projects. Their legal expertise brings real depth to IFFW's finance and infrastructure conversations, and we look forward to their contribution to the program.

1. Hui Ling Teo – Founder at Beyond Horizons by Bethel Chambers LLC

Hui Ling is dual-qualified lawyer. She has qualified in Singapore and as a Solicitor in England & Wales. During her career she has supported in various innovative energy transition matters such as:


  • Advised on the financing of energy-efficient technology for the maritime sector, structured under a "Pay as You Save" model, developed in connection with the Global Centre for Maritime Decarbonisation.

  • Supported the development and implementation of this financing structure as part of broader efforts to make maritime energy-efficiency retrofits commercially viable and accessible to vessel owners and operators.

  • Advised an Asian listed company on the financing of alternative propulsion technology within the maritime sector, supporting the company's transition toward lower-emission vessel operations.

  • Advised waste-to-fuel companies across the APAC region on a range of matters spanning the full industry value chain, including refining, financing, M&A, supply chain and regional partnerships.


2.     Zeng Hanyi – Of Counsel at Bethel Chambers LLC

Zeng Hanyi is a Singapore-qualified disputes lawyer of over a decade's call, Of Counsel at Bethel Chambers LLC. Mr Hanyi has supported in a multitude of energy transactions. He has been


  • Advising an offshore oil and gas group (in-house, listed company) on disputes over platforms and pipelines under bespoke EPC contracts;

  • Running arbitrations in Mumbai and Delhi, each valued up to US$45 million, arising from EPC contract disputes;

  •  Negotiating claims exceeding US$200 million with an oil major in Brunei;

  • Acting in a gasoil trading and letter-of-credit fraud matter (private practice);

  •  Representing liquidators of a major Asian oil trader (private practice);

  • Handling a SIAC arbitration concerning a Jurong Island petrochemical plant;

  • Directing a team of AI agents he built to support his practice — an approach he terms "Applied Agentic Counsel"


3. Sonia Motwani – Associate at Beyond Horizons by Bethel Chambers LLC

Sonia is a qualified English lawyer with several years of experience working in big law and other high-stakes, high-value cross-border transactions. She has supported clients on a range of energy and energy transition financings, including:


  • Advising the Asian Development Bank and other lenders on the Monsoon Wind Power Project, the first wind power project in Lao PDR and the largest wind farm in Southeast Asia. The USD692.55 million non-recourse financing exports power from southern Laos to Vietnam under a 25-year power purchase agreement, and stands as Asia's first cross-border renewable energy project.

  • Advising an international bank on a bridge facility connected to the acquisition of a minority stake in a geothermal energy project in Indonesia.

  •  Advising on the financing of two geothermal power facilities in Sumatra, Indonesia.

  • Acting for a mezzanine lender on the financing of an acquisition of a stake in a gas-to-power project offshore Palawan, the Philippines.

  • Advising an investor on a potential investment into a portfolio of wind assets spanning Thailand, the Philippines, Vietnam, Indonesia, Laos, and Cambodia.

  • Advising on the acquisition of stakes in an Indonesian power generation company and its affiliated operations and maintenance business.
